Local official in south Russia resigns following conflict with villagers

DAGESTAN, 3 August, Caucasus Times – The head of Dagestan’s Kumtorkalinskiy District, Sapiyula Karachayev, has resigned following a conflict with local residents.

Residents of the district had been calling for Karachayev’s dismissal for more than four months following an armed conflict between residents of the district centre of Korkmaskala and Karachayev’s supporters from another district on 20 March. Several people were injured in the conflict, after which the situation in the district worsened.

The conflict was caused by violations in the process of distributing land plots in the district. Karachayev was also accused of misappropriating profits from quarries in the district.

Sapiyula Karachayev said in his statement that he was resigning in order to stabilize the situation in the district. His resignation was unanimously adopted by members of the district assembly.

Karachayev’s first deputy Artur Dzhambekov has been appointed acting head of the district until the next election which will be held in March 2007.
