INGUSHETIA, 22 December, Caucasus Times. “There are talks about external economic rule. I believe this is absolutely inexpedient solution”, – President of Ingushetia said during his press conference in Moscow on Thursday.
“External economic rule comes first, then external political rule comes and after that you have deportation”, – he indicated.
According to Interfax, Zyazikov stressed that economic development of the republic is going on very fast and in the near future republic can exist without subsidies from the center. “By 2008 republic will get rid of such notion as subsidies”, – Zyazikov stressed.
Talking about the problems faced by Ingushetia, Zyazikov pointed out that various regions have different economic possibilities. In his words, problem with creation of new jobs is typical not only for Ingushetia, but also for other regions.
It is worth of noting that earlier Dmitry Kozak, Presidential Representative in the Southern Federal District named two regions where mechanism of external economic rule should be introduced in the first place, that is, Ingushetia and Dagestan.
Mechanism of external rule means transfer of regions which receive especially large state subsidies under the federal control and limitations of powers of the local authorities. Unlike regions-donors, subjects of federation ruled from the federal center are obliged to spend money from federal budget only on specified projects.
In the meantime, there are politicians who welcomed such an idea. Arsen Kanokov, President of Kabardino-Balkaria, stated that external rule can be introduced in case if subject of the Russian Federation receives at least 80% of subsidies. Head of North Ossetia Taimuraz Mamsurov believes that if a region receives federal subsidies during many years and cannot improve the situation, then there can be assigned a person who can professionally use the money alloted by the federal center.
At the same time, experts think that mechanism of external rule can be used against those regional authorities who are not in favor in the federal center. Another negative side could be legislative infringement of certain regions’ rights and division of the regions which in fact contradicts to the provisions of the Russian Constitution.
Ingushetia, Chechnya and Dagestan are among the most heavily subsidized republics in the North Caucasus. 90% of the budgets of those republics are dependent of financial subsidies from the federal center.
